Some SNAP recipients in New York have had their benefits stolen due to EBT skimming, with funds being used at stores they have never been to, and the federal government will not replace the stolen funds.

Gov. Andy Beshear's office said the state was part of a lawsuit in July challenging the demand, which was blocked by a judge in September.
